Workshop on Public Protection and Disaster Relief (PPDR)
On 11 and 12 March 2010, the European Communications Office organizes an important spectrum workshop which will take place in Mainz (Germany). PSCE President, Mr Egil Bovim, will actively contribute to the conference by giving the speech on PPDR user requirements and deployment scenarios. Additionally, he will take part in the panel discussion which aims at analysing the guidelines for further work.
Bearing in mind that the lack of dedicated spectrum proves to be one of the biggest obstacles to performing the Public Safety Operation, the PSC-Europe is constantly involved in the lobby activities at EU level with the objective to remedy the current situation. This two-day conference provides a unique platform for discussing the relevant issues, needs and possibilities. In this line, a strong participation and support from the user community is essential for reaching our common objective.
The programme comprises of the following topics: Introduction to PPDR, results of recent studies on PPDR in Europe, PPDR user requirements and deployment scenarios, standards and technology developments, industry views, spectrum harmonisation, candidate bands and sharing possibilities.

Workshop on transport emergencies (March 2010)
First international "Workshop on transport emergencies"
The first international "Workshop on transport emergencies", organised within the EC R&D project SAVE-ME, will take place in Rome, Italy, on 3 March 2010 at the Istituto Superiore Antincendi.
During the conference, significant experiences from Italy and other European Countries (Gottardo tunnel, Monte Bianco tunnel, London Underground Network, Newcastle Underground) will be presented and discussed, aiming at promoting the use of innovative technologies for improving passengers’ safety in transport infrastructures.
The workshop will focus on first responders’ response in transport emergencies, current preparedness, open issues and room for improvements as well as the recent evolution of European and National applicable regulation, up to the forthcoming publication of the Italian guidelines for safety design of road tunnels. Moreover, the workshop will focus on how to improve travellers’ self-rescue practices, including a dedicated session on topics and technologies addressed by the project SAVE-ME.

Committee hearing of the Commissioner-designed responsible for civil protection
On 12 January 2010, the Development Committee of the European Parliament organized the hearing of Mrs Rumania Jeleva, the Bulgarian Commissioner-designed for International Cooperation, Humanitarian Aid and Crisis Response. The aim of this proceeding was to ask her various questions related to humanitarian aid and crises response.

Ms Jeleva said her priorities as a Commissioner would be the defence of International Humanitarian Law, better access to help for people in need, a clearer distinction between humanitarian and military roles and the security of humanitarian aid workers on the ground.
According to the Commissioner-designate, especially during a time of economic crisis, the available resources must be used in the best way possible. "This is why at the cornerstone of my policy will be coordination", she said.
International cooperation
Asked by Gay Mitchell (EPP, IE) to give more detail on the international cooperation part of her portfolio, Ms Jeleva insisted that there will be clear division of roles and competences among the commissioners dealing with external relations. She wanted to see reinforced cooperation with regional organisations like ASEAN and MERCOSUR. On respect for international humanitarian law she said "if silent diplomacy fails, we should go to the regional organisations and reinforce the capabilities of neighbouring countries to convince the country to provide access on the ground."
Alleged conflict of interest
Commissioner-designate Jeleva firmly rejected allegations of a possible conflict of interest and of giving false information in her declaration of financial interests – these issues were raised in questions from several MEPs.
In reply to questions asked by Thijs Berman (S&D, NL) at the beginning of the meeting and later on by Michael Cashman (S&D, UK) and Judith Sargentini (Greens/EFA, NL) about the Commissioner-designate’s declaration of financial interest on her past activities with a consultancy company and when and if her role there had ended, Ms Jeleva stressed: "I don’t have anything to hide (...) I would like to point out that I have been a public person since 2007. I have declared everything I have been obliged to. Any allegations against my husband or myself are totally, completely unfounded."
Antonyia Parvanova (ALDE, BG), who was mentioned by Ms Jeleva, in response repeated some of the allegations.
Security of humanitarian aid workers
Asked by Patricia Toia (S&D, Italy), Enrique Guerrero Salom (S&D, ES)and David-Maria Sassoli (S&D, IT) about the safety of aid workers on the ground and what concrete measures she proposed to ensure that their access, Ms Jeleva replied that she is prepared to work with everybody in the countries concerned and to have a good dialogue with all actors on the ground and that more need to be done to enhance the training of the humanitarian aid workers. "At political level, third countries must be called upon to respect International Humanitarian Law", she added.
Crisis response
Charles Goerens (ALDE, LU) asked whether the EU's capacity to respond to natural disasters are sufficient and how to deal with the deficits in this area. Ms Jeleva said: "Now we have civil protection and humanitarian aid in the same portfolio and I will do my best to have better prepared responses and to use all the capacities given by the portfolio to better urge Member States to be more active in preparing themselves and to contribute at European level."
Development Assistance in Bulgaria
Franziska Keller (Greens/EFA, DE) pointed to Bulgaria as the only Member State so far without a development assistance strategy. Replying also to Isabella Lövin (Greens/EFA, SE), Ms Jeleva said that during her six month-mandate as Foreign Minister of Bulgaria she had created two structures which will deal with development assistance.
Dealing with the food crisis
Jan Zahradil (ECR, CZ) wanted to see an appropriate strategy to deal with the food crisis. Ms Jeleva assured she would aim to be innovative and inventive in identifying new methods to help.
Michèle Striffler (EPP, FR) warned of problems if the budgets designed for civic protection and humanitarian aid are mixed. Ms Jeleva replied that these were separate budget lines and there should not be any concern: "We will have the possibility to establish more coherent and complementary ways."

Aims and Scope
The International Workshop on “Emergency Management: Communication and Computing Platforms” will be held in conjunction with IWCMC 2010. The International Workshop on “Emergency Management: Communication and Computing Platforms” provides a forum for engineers and scientists in academia, industry and government to present their latest research findings in Computer and communication technologies in Emergency Management.
In this workshop, we explore fundamental questions regarding the modern approach to emergency management, taking into accounts the advantages of modern elaboration architectures. In particular the joint approach of grid computing and heterogeneous networking represent one of the most interesting approaches for managing emergency situations.
Areas of Interest
The areas of interest for International Workshop on “Emergency Management: Communication and Computing Platforms” include, but are not limited to, the following: Wireless communications for emergency management Communication technologies (WiMAX, WiFi, LTE, TETRA, Satellite) Wireless Sensor Networks MAC/Network protocols Heterogeneous networking Resource allocations in wireless broadband area networks QoS management for emergency management Cognitive radio Mobile grids Adaptivity in Computations and Communications Integration of communication and computing Demo and field trials
The purpose of this workshop is to stimulate the study of joint approaches to computing and communication for managing complex situations with a particular focus on emergency management.

Prospective authors are invited to submit technical papers electronically through EDAS (http://edas.info/). Please select IWCMC 2010, then select “Emergency Management-Communication and Computing Platforms Workshop” from the list in EDAS.

ESRIF - final report available as draft
ESRIF (European Security Research & Innovation Forum) is finalising its report.
Excerpt from the executive summary:
"Assisted by more than 600 experts, ESRIF and its 64 members from 31 countries have
examined the full range of such threats and tied them to the EU’s central civil security
missions and to the capabilities required to carry them out.
This collective effort has resulted in a set of key messages that encompass the logic and
necessity of future European security and its related research. These messages point to the
essence, as ESRIF sees it, of what security research and innovation should flow from – and
what it should deliver to society"
The growing importance of satellite communication, observation and navigation is emphasised (still the focus is more on the security than the safety side).

Secure Space Workshop Sept 2009
The project Secure Space of European Commission Directorate-General Justice and Home Affairs is investigating the effective criticality of the satellite system for the well-fare of EU countries in order to set-up adequate protection strategies and investments.
This workshop aimed at discussing the role of satellites in the overall European economical
structure and in case of emergency situations, and at understanding the key importance of services
based on satellites, like the navigation and communications ones. End-users, such as civil protection
and public safety operators, but also technology developers and providers attended the workshop.
